There are two components for the tuition fees of international students:

  • General tuition applicable to Québec student
  • The tuition fee supplement required by Ministère de l’Enseignement supérieur, in accordance with the Politique relative aux droits de scolarité exigés des étudiants étrangers par les universités du Québec (Québec University Tuition Policy for International Students

Mandatory health and hospital insurance

Under Québec and Canadian immigration law, non-Canadian students must have valid health and hospital insurance for the duration of their stay in Canada. Université Laval and a number of other Québec universities have negotiated a compulsory group health and hospital insurance plan for these students.

As soon as they register, international students are automatically covered by the compulsory health and hospital insurance plan. The plan cannot be replaced by any other insurance plan.

Supplemental tuition fee exemption programs

The government has a number of supplemental tuition fee exemption programs that make it possible for international students to pay the same tuition fees as Québec students. The policy on tuition fees for international students at Québec universities has 9 exemption categories. Here are a few of them.

Ministry exemptions

Ministère de l’Éducation grants international students exemptions for their supplemental tuition fees. Check below to see if you fall under one of these categories.

Exemption granted under the program of studies and the region

As of Fall 2023, Ministère de l’Éducation will allow Université Laval to offer a limited number of exemptions from differential tuition fees. These exemptions will be awarded to academically outstanding international candidates selected by Université Laval and enrolled in one of the eligible programs of study in the employment sectors identified as priorities by the Québec government. Exemptions granted under cooperation agreements

Supplemental tuition fee exemptions are granted to a set number of students through cooperation agreements and bilateral accords signed between the Government of Québec, foreign governments, and international organizations. Université Laval exemption program - Doctoral program

Each semester, Ministère de l’Enseignement supérieur (MES) allows Université Laval to offer supplemental tuition fee exemption scholarships to a set number of international students enrolled in its graduate programs. Université Laval has expanded this exemption scholarship program for doctoral students. All international students enrolled full time in a regular doctoral program or having a valid proof of full-time studies, holding a valid study permit and studying in Québec can pay the same tuition fees as Québec students by following the steps for the first request below.

The Student Awards and Financial Aid Office (BBAF) is responsible for managing the exemption scholarship program for doctoral students.

Exemptions for French courses at Université Laval

Foreign students who are enrolled in a program leading to a degree (bachelor’s, master’s, or doctorate) and a French course recognized by Ministère de l’Enseignement supérieur will be exempt from supplemental tuition fees for this course only.
