Students with French citizenship and Canadian citizenship or permanent residence in Canada are not eligible for the exemptions from differential tuition fees under the student mobility agreement between the Québec and French governments. They will pay the same tuition and fees as Canadian residents from outside Québec.

Work permit holders studying without a study permit under the public policy are not eligible for the exemptions from differential tuition fees. They will pay the same tuition and fees as international students.

Under the student mobility agreement between the Québec and French governments, French students who meet the eligibility requirements are subject to the following tuition fees:

Eligibility requirements

To be eligible to pay the same tuition as Québec residents or Canadian residents from outside Québec, French students must:

  • Hold a valid French passport.
  • Hold a study permit in accordance with Canadian immigration legislation and regulations and a Québec acceptance certificate (CAQ). These documents must be valid for the duration of the semester.
  • If applicable, hold proof that they have been permanent residents of Saint Pierre and Miquelon for more than 5 years and be enrolled in a program of study leading to an undergraduate degree or diploma.

Important: If you do not intend to come to Canada, you cannot benefit from this agreement.

Undergraduate programs:

Graduate programs:

French students enrolled in a graduate degree or diploma program offered by a Québec university pay the same tuition as Québec residents.

French non-degree students

Eligible French non-degree students pay the same tuition and fees as Canadian residents from outside Québec at all levels of study. Since you are not enrolled in a degree or diploma program, you cannot claim exemptions.

French students enrolled in non-program courses

Eligible French students pay the same tuition and fees as Canadian residents from outside Québec for non-program courses at all levels of study. Since these courses are not part of your program and do not contribute to a degree or diploma, you cannot claim exemptions.
