Students on campus
Due to the suspension of face-to-face courses for a period of 2 weeks starting March 16 and the announcement of a transition to online courses, you may be called upon to complete your originally scheduled classroom courses in an online delivery modality.
We understand the challenge of this transition and that such a transition raises many questions. In this regard, it is important to remember that your teacher remains the best source of information to answer your questions.
Technological resources and online services are available to support your learning.
Course supervisors have been made aware of the particular situation of student parents and will be open to offering accommodations if necessary. We invite you to contact them to find out the terms and conditions.
This message takes precedence over any important messages or emails you have received or may receive regarding dropping courses with no mention of failure and without reimbursement of tuition fees for the winter 2020 session.
- For a course ending in the week of April 20, the March 23 dropout date is extended to April 24, 2020.
- For a course ending before the week of April 20, the dropout date is the last day of the course concerned.
If you are unable to drop a course in monPortail on your own, please refer to your program director.
All student mobility programs are suspended until July 31, 2020. This measure applies both to ULaval students who need to go abroad and to foreign students who need to be hosted at Université Laval.
As a result, all international internships and exchanges scheduled for spring 2020 and summer 2020 as well as all summer schools are cancelled. Only summer schools that can be held entirely remotely are authorized.
Those in charge of mobility stays in faculties will contact the students concerned as soon as possible to see what accommodation measures can be put in place to limit the effects of this situation on their academic progress.
Graduation ceremonies scheduled for June 2020 for our graduates are postponed due to measures to limit the spread of COVID-19.
Official diplomas will be mailed out and the success of the graduates will be recognized at a later date.
Students on international mobility stays
All Canadian citizen or permanent resident students who are currently on an international mobility trip must interrupt their stay and return to Canada.
As of March 17, only the airports in Montreal, Toronto, Calgary and Vancouver will be able to receive flights from abroad, with the exception of those from the United States, Mexico and the Caribbean.
The Canadian government announced on March 16 that only Canadian citizens, permanent residents of Canada and U.S. citizens are allowed to enter the country. Foreign students of other nationalities are therefore not allowed to return to Quebec for the time being.
In order to leave your place of exchange or internship, you must:
- Take the necessary steps to change your plane ticket or buy a new one in order to return in the next few days. Université Laval has mandated the Laurier du Vallon travel agency to assist students in booking a return ticket at the best possible price.

- Notify the International Bureau when your return ticket is purchased and inform it of your expected return date by writing to securite@bi.ulaval.ca.
- Confirm your return home with the International Bureau at securite@bi.ulaval.ca upon arrival in Canada.
If you are not able to return to Canada due to border closures, flight cancellations, flu-like symptoms that prevent you from travelling or for security reasons you must notify the International Office at securite@bi.ulaval.ca as soon as possible.
In order for us to be able to provide support we ask that you:
- Contact the nearest Canadian government office or the 24/7 Canadian Emergency Watch Response Centre (EMRC) by telephone at +1 613 996 8885 (call collect where available) or by email at sos@international.gc.ca to see how the Government of Canada can help you to return home AND keep us informed of your plans at securite@bi.ulaval.ca;
- Inform Université Laval if you have significant concerns regarding your personal security or health at securite@bi.ulaval.ca or in the event of an emergency, by contacting Université Laval’s 24/7 security and prevention service at +1 418 656-5555;
- Inform Université Laval at securite@bi.ulaval.ca if the terms of your health insurance coverage change and new restrictions apply;
- Use the Registration of Canadians Abroad service: The service enables you to receive important real-time information about the current situation in your host country;
- Respect the Government of Canada’s travel recommendations related to the COVID-19 pandemic and keep abreast of your consulate or embassy's emergency procedures;
- Keep up-to-date on the constantly changing epidemiological situation. Directives concerning travel, stopovers and stays, as well as returning to Canada can change quickly.

If you are outside the country and you feel sick while flying to Canada or upon arrival, inform the flight attendant or a Canadian border services officer.
Border measures
- Check the requirements and restrictions for entry to and exit from your destination related to the coronavirus outbreak situation by contacting the appropriate foreign diplomatic mission or consulate.
- Expect enhanced health measures at all points of entry, including airports.
- The usual measures put in place under the Quarantine Act, particularly for travellers who are symptomatic upon arrival, are being applied.
Here are a few reminders concerning your return to Canada:
- You must isolate yourself for 14 days in the home setting as a preventive measure and follow the instructions for isolation in the home as advised by the Ministère de la Santé et des Services sociaux.
- If you have not already done so, contact your insurance company to notify them of your situation and find out how to reimburse your incurred costs. Keep written proof of these exchanges.
- Check with your educational establishment or host organization if measures are in place to complete the session or your activities remotely (e.g. online courses, internship postponement, etc.) and inform your faculty administration or program director.
- Presently, the Vice Rector of Academic and Student Affairs at Université Laval is working with the faculties or those responsible for your study program to put in place measures to minimize the consequences of this exceptional situation on your academic progress. You will be informed of these measures as soon as possible.
- Currently, the International Bureau’s priority is to help all students to return to Canada. As soon as possible, you will receive information on the financial support that may be available to you and the procedure for completing your expense report. Keep all your supporting documents. We will contact you in due course regarding that matter.
Finally, we recognize all the time and energy that you have invested in preparing your mobility project and the disappointment that will be felt. However, be aware that what you have learnt over the past few weeks will guide you in your future experiences.

Upon your return to Canada, you will be required to complete a 14-day isolation period and follow the instructions issued.
